The main objective of various developmental programmes of any society is to provide best suited facilities to the people. This is only achieved through proper utilization of manpower resources keeping in view its educational, physical, psychological and socio-economic condition.The scientific development and industrial growth have also created new fields of occupation with new demands. The population explosion and mass education has resulted into increasing number of educated unemployed in one hand and the division of labour and increased demands in skills in other hand have created an imbalance between the pattern of demand and supply of manpower.
To cater to the needs of the manpower the National Employment Service renders Vocational Guidance and Employment Counseling to applicants, assisting them to get employment either in private sector or in public sector and besides that unemployment allowances and stipends are also given. In brief the departmental activities are as follows.
Registration of the candidate irrespective of his academic achievements, that is from illiterate to highly qualified are registered in the local employment exchange on all the working days.Submissions are made on the basis of requisition received from the employer to the employment exchange. On the basis of eligibility desired for the vacancy, the candidates are selected on the basis of seniority and are submitted to the employer. The candidates are called upon by the employer personally for interview and select the suitable one for the said vacancy.
The individuals are rendered assistance in planning, choosing and shifting their courses of studies, fields of training, occupation best suited to their abilities,aptitudes, interests potential-traits, socio-economic condition and physical standards. Assistance is also rendered to the individuals in solving their employment educational and vocational problems arising out of the current market demand and supply conditions. The brief description of different employment activities are as follows:-
It is the process of imparting different type of information relating to the Employment Exchange Services and the world of occupations. Pre registration talks and group discussion are also done.
It is process of rendering assistance to the individual at the time of registration by obtaining relevant information leading to provide opportunities in planning and choosing his suitable carrier and increasing his employability.
It is process of rendering vocation guidance to the job seekers and their guardians by providing them the information regarding to occupational educational training apprenticeship and on the job training facilities.
It is process of helping an individual in solving the problem of his carrier planning, occupational, educational and training choice commensurate with his attainments, attitude, interest and personality adjustment.
This is the process of identifying the need and entrepreneurial potential and trails for rendering assistance in motivating the candidate to take up self-employment.
Under this process the live register is scrutinises regularly to identify the deserving candidate borne/existed on the live register for a reasonable longer period with or without successful submission history.
It is the well planned process through which information relating to different field of occupations, job entry, demands/requirement and the other terms and conditions are disseminated to the student job seeker of homogeneous group in educational institutions.
The job seekers are helped on the support to choose their self-employment venture or any other field of their choice. These melas are organised with the coordination of other agencies like District Industries Centre,Backward Class Kalyan Nigam,Harijan Kalyan Nigam,Khadi and Village Industries Board, Leading Bank and Social Organisation.
The Institution is provided with important printed material to display it in the room or in a place for the benefit of the student. The materiel may be in the form of hands out bulletins,charts,carrier or course literature etc.
This scheme was started by the State Govt. in 1989 the candidate with matric and above qualification from and educational institute of Haryana, resident of Haryana registered in the employment exchange for at least two year with family income less than Rs.10,000/- per annum is eligible. The amount of allowance for matric, Hr.Sec. and below graduation, graduation and above is Rs.50/_ per month Rs.75/- per month and Rs.100/- per month respectively.
Government has decided to implement the revised Unemployment Allowance Scheme in the State on the pattern of Old Age Pension Scheme (OAPS) of Social Justice and Empowerment Department through the Revenue Administration, issued vide Memo No. 11/18/88-3 Emp, dated 08.10.2004, as follows:-
Unemployment Allowance is to be distributed under the overall supervision and control of the Deputy Commissioners. Budgetary control of the scheme will be done by the Employment Department and distribution control will be with the Deputy Commissioner of the concerned district through the Revenue Administration/Urban Local bodies. In the rural areas, the disbursement will be made through the staff of Revenue Department and in the urban areas through the staff of Revenue Department and in the urban areas through the staff of Municipal Bodies. The disbursing agencies are responsible for making the payment of Unemployment Allowance to each beneficiary on a monthly basis.
Each Employment Exchange, will prepare village-wise/town-wise lists, from the Live Register as on 0.11.2004 (thereafter 1st November every year) of eligible applicants registered with the Employment Exchange (Two for Circle Revenue Officers and One for Office Record) within the age group of 12-40 years (As on 01.11.2004: relaxable by 5 years for SC/ST and Backward Classes) as per the eligibility criteria of the scheme. This will be the "Live Master List" of the village as o 01.11.2004 i.e. the date of stating of the scheme. The Live Master List will be in two parts for each village/city:
(i)
Live Master List for Non-Graduates (Matric & above)
(ii)
Live Master List for Graduates/Post Graduates/Diploma Holders.
These lists will then be sent to the Revenue Authorities i.e. Tehsildars/Naib Tehsildars/Kanungos/Patwaris/Gram Sachivs through Deputy Commissioner of the District. Alongwith these lists, forms for Unemployment Allowance to be filled in by the eligible applicants and Specimen of he Affidavit will also be enclosed. These forms and the affidavit will be got completed by the applicant and on submission of these, he/she shall be eligible to be a beneficiary of Unemployment Allowance. For the persons not found eligible, his/her name will be struck off by the revenue official by making a line across the entry (as done in case of voter lists). The revenue official will put his initial on each such entry which is struck off.
To check domicile of the applicant under the scheme, Haryana Domicile Certificate or Voter's Election Identity Card shall be acceptable.
Each Employment Exchange will calculate the amount to be distributed to the eligible applicants as per list prepared by the Circle Revenue Officers on the rates already decided by the government i.e. Rs. 100/- for Matric/Higher Secondary/Senior Secondary/Inter and Rs. 200/- for Diploma Holders/Graduates/Post Graduates. As per provisions of the scheme, all persons on the live register as on 01.11.2004 are eligible for the allowance. There are further conditions to become fully eligible and some persons are expected to be ineligible on these grounds. To get the scheme started in the first instance on November 2004, an amount equal to 75% of the Live Master List may be released to C.R.Os.
Each Employment Exchange will draw the total amount to be distributed as Unemployment Allowance to the beneficiaries from the Treasury through bill and a cheque for the same amount alongwith the duplicate list of beneficiaries (One copy is to be returned to the concerned Employment Exchange as Actual Payment Receipt (APR) will be handed over the Circle Revenue Officers (CROs) of the concerned District for distribution alongwith the other documents as mentioned in (d) above. Circle Revenue Officers will open a separate Bank Account for the distribution of Unemployment Allowance as done under Tau Devi Lal Old Age Pension Scheme and all financial transactions will be done through this account.
The Revenue Authorities i.e. Tehsildars/Naib Tehsildars/Kanungos/Patwaris/Gram Sachivs working under the direct supervision of the Deputy Commissioner will satisfy themselves regarding the eligibility for Unemployment Allowance of the candidates. In the first instance, for the month of November 2004, the Unemployment Allowance forms should not to be insisted upon wherever the affidavit has been completed and submitted by the applicant to the satisfaction of Disbursing Authorities. After scrutinizing all the details given by the applicant, the Disbursing Authorities will satisfy themselves about the eligibility of the applicant. Only then, the amount of Unemployment Allowance will be distributed to the eligible applicant. Assistance of the Gram Panchayat Member, Municipal Councilors, Lambardar may be taken as necessary during disbursement.
The concerned Revenue Official on distribution pf Unemployment allowance will get the signature of the applicant on the list of beneficiaries prepared by the Employment Exchange as actual Payment Receipt. This list of the beneficiaries will be returned to the concerned Employment Exchange by the Circle Revenue Officer (CRO) indicating the names and number of beneficiaries and the amount so distributed to them. They will also indicate the names and number alongwith reasons of the amount left un-distributed for the concerned month.
The un-disburse amount will be returned to the concerned Employment Exchange through cheque and the concerned DDO will deposit the same in the Unemployment Allowance Bank Account.
The Unemployment Allowance for the month of November 2004 be distributed on 1st December 2004. Thereafter, the Unemployment Allowance will continue to be disbursed on a monthly basis.
To check the genuineness of the
beneficiary, surprise checking of the contents of the affidavit (as per our
guidelines) given by the applicant shall be done on a regular basis by the
field officers of Employment Department and the Revenue Department
separately as well as jointly. Suitable action, i.e. recovery as well as
penal action, will be initiated whenever the contents of the affidavit are
found false/mis-represented. In a month, the Employment Exchange will
randomly check at least 500 beneficiaries and the Revenue Authorities (Level
of Circle Revenue Officer) at least 100 beneficiaries. This will ensure
smooth and honest implementation of the provisions of the scheme.
IMPLEMENTATION COMMITTEES :-
In addition to this, two Monitoring Committees will also be constituted:
District Level Implementation Committee: This committee will be headed by Deputy Commissioner, City Magistrate and Sub-Divisional Magistrate in the district and also District Employment Officer will be its Member. This District Level Committee will ensure timely and speedy implementation of the scheme. The decision of the District Level Monitoring Committee will be final in case of any claim/complaint regarding the eligibility under the scheme.
Sub-Divisional Level Implementation Committee: This committee will
be headed by Sub-Divisional Magistrate and Tehsildar, Employment Officer of
the concerned Employment Exchange and Executive Officer of the Municipal
Committee will be its Member. This Committee will go into claims/complaints
regarding Unemployment Allowance subsequent to the launch of the scheme.
PAYMENT OF HONORARIUM:
The Employment Department will give honorarium to those Revenue
Officer/Officials responsible for disbursement of Unemployment Allowance on
the pattern of Old Age Pension Scheme at the following rates:

An estimated amount of Rs. 1.08 Crore per annum will be reqired for payment of honorarium to Revenue Staff, which is quite economical in comparison to Rs. 2.73 Crores (Recurring and Non-Recurring Expenditure), if the distribution of Unemployment Allowance is handed over to the Employment Department. Thus, there will be a saving of Rs. 1.65 Crores per annum.
This issue with the concurrence of the Finance
Department vide their U.O. No. 1/163/94-IFD-III/2383, dated 24.11.2004 with
the condition that the honorarium for the Revenue Department
Officers/Officials will be incurred under the Unemployment Allowance Head.
